He Matapuna Ora Charitable Trust (Family Start – Nelson/Tasman) was established in 2000. The founding members are: Ngāti Koata No Rangitoto Ki Te Tonga Trust; Whakatū Marae Committee Incorporated; Māori Women's Welfare League (Whakatū); Barnardos New Zealand Incorporated and Royal New Zealand Plunket Society Incorporated.
Family Start is one of the government’s principal early intervention services in recognition of the need to assist and support vulnerable whānau to achieve better outcomes.
Family Start was first introduced in 1998 with just three sites, this has now grown to over 44 sites nationwide.
Regular evaluations of the Family Start programme continue to support the benefits and positive impacts for tamariki and their whānau.
Evaluation of the Family Start Program
These reports provide findings from an evaluation of the Family Start programme (‘Family Start’). The purpose of this evaluation is to assess the Family Start programme’s impact and effectiveness. To achieve this purpose, the evaluation was undertaken through two workstreams:

an impact evaluation, the purpose of which was to assess the impact that Family Start participation is having on the wellbeing of New Zealand children and their whānau. The evaluation examined a range of health, educational, and social outcomes for children, including separate analyses for Māori and Pasifika children.

a process evaluation, the purpose of which was to explore the effectiveness of the programme’s design and delivery, including how client whānau experience the programme, and how Family Start providers can optimise positive impacts for children and their whānau.
